Workshop description:

This course presents a comprehensive introduction to the monitoring and evaluation of social protection policies, systems, and programmes. It provides an overview of the development of the main issues, theories, and practices regarding the design and implementation of social protection and social safety nets in a variety of contexts. The workshop will provide an overview of social protection and monitoring evaluation. Participants will be introduced to various social protection M&E indicators The participants will also be introduced to key aspects of evaluating the effectiveness of social protection policy including stakeholder analysis and stakeholder engagement. Participants will also be given hands-on exercises to work on interpreting various indicators and road mapping for further steps. The participants will also be introduced to the challenges to operationalize the social protection monitoring and evaluation frameworks.

The workshop will use case studies allowing participants to grasp the topic through practical examples. Participants will thereby be guided to translate the concepts into their own reality. Participants will be introduced to the use of indicators in Social Protection, and through practical exercises, they will be guided to interpret and read M&E indicators in the field of social protection. The discussion and exchange of views on the operationalization of the social protection monitoring and evaluation frameworks in their own contexts will allow participants to reflect on which elements they foresee to be problematic in monitoring and evaluating social protection in a real-world application.

Learning outcomes:

Upon successfully completing this course, participants will:

  • Know about the main issues related to the implementation of social protection and social safety nets in a variety of contexts;
  • Be aware of Social Protection M&E approaches and be able to relate them to their own context;
  • Be able to interpret and read social protection M&E indicators; and
  • Be aware of the issues and challenges for the introduction of Social Protection M&E frameworks and be able to relate them to their own context
