This course will focus on how the Independent Evaluation Office of UNDP, the largest evaluation office in the United Nations (UN) system, approaches evaluation, the kinds of questions it asks, the data it collects, and the reports it writes.

The workshop will begin with a brief overview of how UN values and the UN Norms and Standards for Evaluation shape the practice of evaluation with an emphasis on independence, credibility, and utility. The heart of the course will examine how evaluations are carried out in practice, including design and methods, analytical tools, the use of theories of change, dealing with real-world challenges, and the quality of evidence. The workshop will look at the integration of gender equality and human rights perspectives, before discussing reporting and communicating evaluation findings. Real examples and practical exercises will be used throughout.

The course will briefly cover the most-used types of evaluation designs and methodologies and the difference between working with a logframe and a Theory of change in evaluation. It will discuss this in the context of the United Nations Ethical Guidelines, indicating how evaluation approaches are aligned to the Sustainable Development Goals and Leaving No One Behind principle, as well as reaching the furthest behind first.

Practical instructions will be given to participants on how to write palatable, evidence-based evaluation findings, conclusions, and recommendations as well as how to identify lessons from the evaluation for programme improvement and adaptive management. Finally, the course will focus on promoting evaluation credibility, independence and utility for evidence and human-rights-based decision-making and go over key quality assurance requirements evaluators should watch for. The workshop will end with an opportunity to discuss what the UNDP looks for when hiring evaluators.

Upon successfully completing this course, participants will be able to:
