Thania is a Policy evaluation specialist with over 20 years of experience in social development issues with a proven record of building professional relationships with key political and social actors to enhance the use of evidence in public policy. She currently works with the Global Evaluation Initiative (GEI) and is part of the Center for Learning on Evaluation and Results for Latin America and the Caribbean (CLEAR LAC). Earlier she was Head of the Evaluation Unit in the National Council for the Evaluation of Social Development Policy (CONEVAL) and was part of the process of designing, implementing, and institutionalizing the Mexican M&E System. In this role, she coordinated over 2,800 successful evaluation strategies for public policies and programs with a social rights perspective. Shen has worked with different UN agencies and was a member of the Global Evaluation Advisory Committee (GEAC) of UN Women from 2013 to 2019. She has taught in top public and private universities in Mexico and participated as speaker in numerous conferences and seminars oriented mostly to issues of public policy evaluation. Thania holds a bachelors’ degree in Economics and a Masters’ degree in Public Policies, both from the Instituto Tecnológico Autónomo de México (ITAM).
