Adilgazy Bergenev was born on May 15, 1958 In 1976 he graduated  Financial Economical Technical Colledge, Faculty of State Budget, and in 1987 - the Semipalatinsk Zootechnical Veterianary Institute, Faculty of Zootechnic. He started his working career in 1978. From April 1997 to May 1997 he was a first deputy Akim of Semipalatinsk region, acting Akim of Semipalatinsk region. From May 1997 to June 1998 he was a first deputy Akim of East Kazakhstan region. From June 1998 to October 1998 he was an Akim of Semipalatinsk city. From March 1999 to January 2003 he was a deputy akim of East Kazakhstan region. From February 2007 to May 2008 he was a first deputy Akim of East Kazakhstan region. From May 2008 to April 2009 he was an Akim of East Kazakhstan region. From October 2010 to September 2017 he was a chief of staff, administrational director of Kazakhstan Engineering National Company JSC. By the Decree of the President of the Republic of Kazakhstan dated September 4, 2017, № 538 he was appointed as a Member of the Accounts Committee for Control over Execution of the Republican Budget.
