Yıldız Yapar is a strategy and budget expert, in the Presidency Strategy and Budget Office of Republic of Turkey (former State Planning Organization and Ministry of Development), which is the primary institution in Turkey to design the government policies and to act as the advisory body in terms of policy and decision-making processes, since 2000. As a strategy and budgeting expert, she is responsible for contributing to national policies (in terms of design, monitoring and evaluation, budget allocation) regarding social protection and inclusion, particularly for the children and youth in order to address their vulnerabilities and necessities to fulfill their potential and the civil society as well. She is also responsible for the UNICEF Country Program Coordination. She is a candidate for PhD in Public Administration and Political Sciences in Middle East Technical University, Turkey. She holds a Master degree in Public Administration (Ankara University, Turkey) and a BA in Public Management (Carnegie Mellon University, USA). She started to work in the State Planning Organization as assistant planning expert in 2000.
