James Afif Jaber is a Liberian citizen born on 8 December 1967 in Montserrado County. He holds a Master of Science Degree (MSc.) in Regional Planning from the University of Liberia. He serves as the Director for Plan Development & Coordination in the Department of Budget and Development Planning, Ministry of Finance & Development Planning. Currently leads on the National Development Plan, the Pro-poor Agenda for Prosperity and Development, 5-year national development plan that runs from 2018-2023. He has been serving in this capacity since 2018 to present. He has developed the national development plan with support from stakeholders including ministries, agencies and commissions; academia; civil society; private sectors; development partners, etc. and coordinates the sectors and pillars meetings at the national level. He provided technical support in the development of the PAPD National Key indicators (NKIs) that is being used to measure government progress towards achieving its agenda, the SDGs, and the Agenda 2063. Mr. Jaber served as Assistant Director for Monitoring & Evaluation at the Ministry of Finance and Development Planning from 2014-2018 and was involved in monitoring and reporting on development activities, projects, programs in the country. He contributed to the development of the National Key indicators (NKIs) that was used to measure government progress towards achieving the Agenda for Transformation (AfT), the MDGs, and part of the SDGs. He supported the development of the National M&E Plan and Results Framework. He has vast knowledge on national and sub-national development planning. He has provided training for ministries, agencies and commissions, and staffers to strengthen capacity on results-based planning, monitoring and reporting.
